I don't claim to understand them all, but it's some interesting reading.

This is not a CMD shortcut. It is an old DOS function key operation. F3 recalls the only last command line. F2 followed by a letter in the previous command will recall every thing up to but not including the letter. F6 will insert a Control Z, which acts as an end of file copying from the command line to a file. The up arrow is more useful than F3 as it allows you to scroll back through all recent commands.
