Savin 9920 Polygon Motor Novice Question

Hello all,
I am not a full time copy repair person - yet I have an old Savin 9920 with a bad polygon mirror motor or connection.

There are numerous warnings about laser damage to your eye if you improperly handle the components.

Is this only when the machine is powered on? Or is there any residual charge stored and potentially harmful when inspecting components after it is powered down?

Also,

If it the problem is actually the motor I am skilled at board repair etc. but is there a good site to find a motor replacement?
