Ok I found it.

This program will delete ppd's, harmony, and cups. I think deleting harmony is what fixed my problem but I got rid of everything associated with the old Canon's. I beleive I could have manually removed the files but I don't know where they all are and this seems safer.

Print Center Repair 3.x information page . It sounds like it does some of the same things I didn't try it though.
Anyway i'm not going to delete this again
