Konica Bizhub 423 Blank Prints

I have already changed the drum and developer from another working machine and it is the same. The machine doesn't show any errors. The service manual shows that there is a shutter for the laser unit but I can't find in the book where that is and with my flashlight I can see into the laser unit so I am not sure where that shutter is to check it. I have not changed any other parts yet. Any suggestions are appreciated and thanks in advance.

Have you stopped it mid copy to see if there is an image on the drum?

Other than stopping mid-job to check for image on the drum, my best guess is HVU. Board mounted flat behind dev unit, have replaced a few and that's usually the fix.

Make sure dev roller is turning. You could mark a gear tooth. See if image on drum. Make sure print head is OK. You could cover cover up corona in one area and if you get black print in that area then print head is issue. If toner is on drum then check transfer roller.
