Kyocera Copystar CS-1820 FAX card

I'm having troubles with a FAX card. I've got the volume set high so I can hear what's going on. I push Send > On Hook > And then dial the number manually. I hear it ring and then hear the other FAX machine pick up and start trying to connect. The CS-1820 never sends its own signal to initiate the handshake.

I'm thinking that it may have received something and stopped trying to initiate. Is there a way to have it retransmit the handshake or something that would make it wait before it sends it?

Any other suggestions?
