I had a call like this but it was not the drum as the service manual says for 2204. The hvac which all drum units touch and the control board were the issue.

C2200 is a drum rotation code
Remove all the developer units and check you can rotate each unit easily by hand.
Check the developer roller(NOT toner roller) has a even coating of dev all over it.
If you can't rotate the dev units shake sh!t out of it and keep turning it unitil you can.
Place the units back in the machine and test.
