there shouldn't be developer on the paper at all. Was this problem present prior to changing the complete imaging unit ?

Assuming the correct parts were used, I suspect possibly a faulty developing unit or the developing sleeve hv connection has come adrift - if this problem wasn't there before, although you would also notice very poor print quality too. I saw this problem just yesterday oddly enough.

yes.. this problem was already in the old IU set..
that why i decided to change the whole iu set since it reach its normal count..

but still, sandy output..
im looking for the erase lamp in the parts manual but i cant find it..
in 350, this problem was solved when i change the incandecent lamp behnd the IU..

If it were me, i would be checking the HV contacts in the machine and changing the HV board. I haven't looked but i doubt anything half way modern uses incandescent erase lamps anymore. LED's are standard now and virtually never fail at all.
