Which laser copiers/all in ones can print borderless?

I had just assumed they were laser printed as you can see the same visible dot pattern on them that laser prints have. Why do they also have the large dot pattern of laser prints? I have no idea what or how an offset press works, is it just photocopying a laser print and therefore reproducing it's large dot pattern from the original?
