Couple years ago I had used "Art Explosion Label Factory Deluxe". It is inexpensive but very powerful. You can usually find it at office supply stores like Staples.
It has templates for just about any size. It has this tab system where you make a master then you can create more tabs to make many variations of the same label based off the master.
It has guide lines that you can add to help with positioning on content.
It has barcode & serial number capabilites. It has some extra print options which you can program how it prints. For example I would always print two of the same serial numbered bar codes. I would put one on the product and one would go on a form we had. I could tell it to print them this way and it would then update the serial number count automatically for the next time you open the document and print more barcodes.
It does a lot of other things that I never used. I would think it would fit just about an application that you would need.

Creating the barcode original is not a problem. All you need the the TrueType barcode font loaded to the "fonts" folder of your PC (C:\WINDOWS\Fonts). The most common is "3 of 9" and can be found free on the net. The new font will appear in the fonts list of your application once copied to the folder. For test purposes I just used Excel, but any text application that allows you to select the font will do.

In two adjacent rows, In the upper row I entered "=A2" (the cell location for the cell just below) and selected the barcode font, and in the lower row I selected a human readable font like Tahoma or Courier (characters that are all of equal size and spacing). So when you type your barcode numbers into the lower row, the upper row fills itself. You may need to adjust the cell size to accommodate your font size choices.
