I'm thinking you have either a drum ground issue or primary charge issue. The sample you have has been written by the laser.
1) To check the drum ground: Measure the resistance from the metal edge of the drum surface to the frame ground. You should consistently get very close to 0 ohms. If not, you need to find where that connection is lost.
2) If you replaced the drum unit, it came with a new primary charge. That leaves either charge contacts or the HVT. In my Canon days I replaced only one HVT ever, on any Canon, so I would focus on charge contacts.
On a side note, I would apply some conductive grease to the registration roller ground.

Thank you all guys , Problem solved . There was a broken part in the HV pcb .
