    Printer Model??

It's look like black developer. This is standard issue where the problem is visible only on the halftone.PG-10 is 100% cover.

Had similar and had to take laser units out in the end and open it up and clean the mirrors manually, in a metal factory. So if you are in a dusty enviroment and only used the blue cleaner I would check that, same model by the way.

    Hope this helps

If you still getting this with new developer then clean laser assy must resolve the mystery. If you can make the force stop and check image on the drum and belt to eliminate the doubts between laser and transfer.
