It's look like black developer.This is standard issue where the problem is visible only on the halftone.PG-10 is 100% cover.

Has the laser been cleaned?
Had similar and had to take laser units out in the end and open it up and clean the mirrors manually, in a metal factory. So if you are in a dusty enviroment and only used the blue cleaner I would check that, same model by the way.

hi..thats inside your laser.the lens is dirty.
boy the cq you have on all colours is bad.rep the drum kits.and clean charge rollers.
