The shutter arms are located at the front and rear of the toner buffer assembly.

These arms engage the developer and move the shutter so that toner can fall into the developer unit.

If the arms or the arm return springs are missing, the shutter moves too far causing toner to drop on top of the developer assembly.
Check the shutter arms and return springs.
