I don't see a drive issue causing this, you would likely be getting jams. try new corona assemblies if possible, not rewired ones as well. Not a easy issue to peg, need to completely eliminate things, so rewiring a corona assembly may be just putting a problem back in. Replace the block!
Already replace the block but solid black line still show up

Had a similar case and the problem arose from belt that drives the drum and dev unit which jerks and causes the black strip.
Remedy;Open the rear covers, access the belt, clean the dev drive clutch, disamble the dev unit to make sure it moves smoothly, look at the teeth of the drive belt for possible wear and replace if worn out, check on the tension spring in case it is loose and replace, check on all gears that drive that system to prevent the jerking.

Sure looks like a stuck block to me. Has he forced them all to the front or rear and unplugged wire cleaning?

This machine charges the drum positive and laser writes black. If primary cleaner is stuck(which they do all the time on these), no charge on drum in that area. Its like laser wrote there(discharge to create latent image)...black line
