Replace the toner cartridge message

In My canon IRA8085 showing" Replace the toner cartridge" message but toner cartridge is full of toner.The toner bottle drive motor is rotating but toner cartridge is not rotating.If anybody have a solution please share it .

Hi,

is there a blockage from the toner hopper into the dev unit? the ATR sensor in the dev unit measures the toner/dev ratio and main controller does a video count.
could either be a blockage or main controller fault. i would vac out toner hopper first.
