Canon IR C7260 Black faded on one side

I have attached a picture of a problem that just started. Can anyone assist me on this. I had a brand new OEM Toner cartridge inserted, I started getting clumps of toner dumped on the ITB so I am not sure if it's the toner or a different issue but the black only started fading on one side. I have taken out the transfer belt and cleaned out all the toner and I took out the cleaning blade, which is new and cleaned it. Any suggestions or ideas? Thank you.

You say OEM.. do you mean GENUINE CANON toner? there is a diff

what have you done besides ITB & cln blade?
can you attract the "toner clumps" with a magnet?
how many pages on the drum/dev/belt?
did you clean the laser glass?

Yes, Genuine Canon Toner. So far I have basically have just taken the ITB unit out and cleaned the blade and vacuumed the toner that was mostly in clumps on the each side. I have not cleaned the laser glass, that is the next thing I am going to try. I have a feeling it is the developing unit but wanted to ask before I started ordering those parts.

That is kinda of what I was figuring but then I thought it might be a defective toner cartridge with the clumps of toner being thrown out and that maybe it had gotten on the laser glass. But I wanted to ask before I started ordering parts. Thank you
