The streaks you refer to are prob caused by the TB blade .have a look at the drum life and change the TB blade this is one reason for streaks. mind you one can also get streakers when they want to make a name for themselves lol

There's an issue that i've noticed recently with iRC3100 transfer roller(the one in the door not the itb).
The roller butts up against the itb assembly and there are two cams that move from side to side which in turn are meant to lift the roller on and off the itb sheet as it rotates.
Lately I've seen instances of that transfer roller being absolutely covered in toner...so much so that it moves back onto the itb sheet and piles up inside the drum unit.
The drum cleaning system is just a roller brush that runs against the drum constantly.
The brush get full of toner and dumps back onto the drum surface...onto the itb sheet and of course...then back onto the transfer roller and so the cycle goes on til there are hundreds of lines on the page.
It looks like a leaking drum blade at first glance.
You can pull the drum out(if it's only reasonably new) and vacuum the cleaning brush, clean the primary roller, replace the transfer roller and it's good as a quick fix...HOWEVER...there are two clutches that operate the cams on the itb assembly to activate the transfer roller and you need to change those two clutches if the issue returns.

Even though the drum life is only 60%,I have still seen this issue ruin the drum.
The lines burn into the drum surface and no amount of cleaning will fix it...the only thing that DOES is a new drum.
Do you have another drum to test?
If so put that drum into the machine and see if the issue goes away.
If you STILL have the same issue with a different drum then it is most likely an ITB issue.
In which case you need to remove the belt..wash the main drive roller and sub main....replace the cleaning blade or the whole cleaning assembly if you have one and replace the transfer belt if it's due or has visible marking on it.
