ir 2230 finisher jams

i have an ir 2230 with the internal staple finisher that has some jamming issues. it jams at the internal feed roller almost every copy. the roller is spinning but the paper is still stopping there. i replaced the roller with no change in symptom. the jam code is 0 0207 1. thanx

I believe its an S1 finisher on that model. If you remove the finisher front panel this reveals the pcb and behind this is a rubber drive belt, is this sitting correctly.
