Actually if you are using that much toner the problem should be in the developer calibration. Did you change the developer also?

Yup, I agree with Mysticus. However, could be a bad toner cart. But, have heard from a couple techs. that do have to rep. both Drum and Developer as a pair on this model. Partly because they get to stuck together, and the image quality goes to hell after about 100K pages. You can always attempt to rebuild the Developer by rep. the Cylinder, Rings, Seals, and such. But then again, you could also rebuild the transmission on your 1986 Chevy Chevette if you are a fan of lost causes. Good luck sir.

Don't you wonder where the toner is going? Can you see where it is leaking anywhere inside the unit? Do you have your service manual? Are you using a compatible toner? Have you checked your fuser unit to see if it is caked with excess toner? Was your drum all black with toner? How did you copies look?
I don't care much for Canons personally. Too much troubles but will work on them if the pay is good enough.
Without looking at the unit it would really be hard to tell but the above questions should get you going. If all else fails call a canon tech or call one of the techs at Precision Roller they should be able to put you on the right path. There are several possible things that could be the problem and you have not provided enough info for any good tech advice....Good Luck !!

wait a minute- I think we're a lil confused. Developer in this model, is the actual Assy. that the Toner Cart dumps into to (Gravity fed), no the typical Developer/Carrier Material that is common in other copiers. The Toner Detection (only one in this model) is in the Developer Assy. If you just put a new Drum in- try reseatting the drum. After that, reseat the Developer Assy., which consists of removing the drum first. Becareful, the Developer Assy. is a little tricky to reseat, because it is on an angle. Also, make sure that the toward the front right of the Delvelop Assy., that the metal shaft with gear on it is touching the electrode. This will cause a no cart. condition also. Also simple make sure that the you are turing the toner cart handle also (I know this sounds stupid, and the front door should not shut if the toner cart is not in correct position, but you would be surprised what breaks/or is missing from these machines that cause weird issues.) If all this fails, you would be looking at a Developer Assy., p/n: FG6-8413-000 and beyond that something logical like a DC Controller. What is the actual message on the display is it
"Toner Empty/Replace Cartridge" or is it
"WASTE TONER FULL’ and ‘PREPARE NEW DRUM"? If it states the later, your looking back at your Drum and the waste toner being full or not detecting correctly or as simple as the sensor inside the unit on the right handside not seatted properly. Hope this didn't spin you around too much. Let me know.

Sounding more and more like developer, sir. That's the only place where there is a toner sensor in this unit. There is no toner hopper assy. I imagine that you could vacuum out the developer and attempt to check/repair the sensor, but I wouldn't bother. More than likely its Piezo and won't be repairable, and I did not see it in the parts lookup for this assy. Really not much available outside the Cyclinder, spacers and entire assy. Good luck.

Hi sir, can i ask if you have remove the developer?
i was servicing this machine for a long time now but never experience this problem, the waste toner container on the drum unit is very small and to make the life longer a regular service is needed, the drum life is 20 thousand it can go more with a regular service, maybe you put back the developer in a wrong position that is why the machine does not detect the toner. check it and try to correct the position, its tricky.
