Check that PS59 (Transfer Drum cleaner HP sensor) is changing state correctly,make sure the engagement motor PM6 is not failing. In most cases when PM6 starts to fail it will vibrate or it will not rotate. Even if it does turn on and engages, the vibration will cause the code to be displayed. Replace PM6 motor.
make sure your t/cleaner bunny brushes are not frozen up

Check the back of the machine where the cleaning ass'y lines up also. Seen this once before, its been a while, but I remember going into back of the machine for this as well

Replace the transfer locking driver

that manual has confused techs & troubleshooters for over 10 years/ never been updated with correct info/ the tech pubs were also sketchy fixes/
having worked on that model from the first demo machines to the last pieces of junk/ we found it is all trial and error on them/ we even have all our own fixes not approved by Canon that work. too many to think of or list here.
that issue E079 / 80% of time is with the engagement from motor/ rest is with sensor or the crappy DC fuse pcb
