Is there toner in ALL the cartridges?
Yes and i even replaced all with new toner's

I am still a little unclear about the symptoms.
Are you saying that color prints come out as blank, color prints come out as monochrome (black & white), or color prints have some other quality defect.
Can you post a scan of the quality problem. It's helps a lot to see the problem. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

If I was a betting man, and I am, it sounds like a permission was setup to limit color printing and if there is one character of color, the printer does not allow printing. Normally you can check the setup of the printer by going to the Web Page through the IP address and see if some permissions were set up via the color permissions area. Basically everytime anyone sends a color print job through the printer driver, the user name and job name (web page name, Word document, etc) and the printer recognizes it, due to the fact this information is stored in the header. If you check and these option is not programmed. I would check the menus for a printer color lock out mode. I am not that familiar with HP, but many other manufacturers' use this mode to help limit color.
Sorry if you didn't get me well, It's a color printer and it doesn't nay color job sent to it, When you have full page of words and if a letter just one letter in the content of the document the printer will never print the document at all. but it can print any none color document. Hope you get me this time a round. Thanks

add on info> Make sure you have the correct Print Driver installed
Network Defects
As a known defect in the networking card, this is the only problem the HP 4600 has that won't cost you a penny to fix. Occasionally the networking card, JetDirect, will fail. Meaning, you can no longer print from your computer. HP is well aware of this defect, and will fix it free of charge.
