There are other things you can check.
Let's try doing a process of elimination.
Reader controller,
Interface pcb that sits between the reader pcb and main controller pcb.
Also the main controller fan.
You can try isolating the problem since there is no error presenting its self.
Try disabling the reader by going into service mode Copier>Option>Body>W/SCNR to 0 and reboot.
See what happens. If the machine comes up it will show the mailboxes only, if this happen then its the reader unit causing the issue.

Looking at old noted paper work in 3200/3220 problems , I also had three 3200_3220's with a bad DIMM cause a similar issue with progress bar light up to end & LCD go dark / in here u have a 512 in upper slot & 512 in lower slot. on MAIN pcb.
another ??/ does the Fuser heat up or machine go in to rotation ??

Tekrat - the fuser heats up heats up and goes into rotation at left side I could hear it.
I took out DIMMS wiped down blew out with forced air still no go. I am thinking these DIMMS are toast. What say you?
Could be RAM, boot rom and even the MN-CON causing the issue you are describing. As far as the HDD going bad it usually causes the unit to reboot or completely turn off when going bad. I have seen this about dozen times or more.

When I unlug the HDD I get the e602 error
What is proper jumper setting for the HDD right now it is at far right position. This came from a leasing co. and Canon USA had to ship this to me prepaid I am wondering if a tech messed with this machine because he was told to by higher ups. Xerox has done this kind of stuff before in the past.
