    I would start with Developer Assembly and toner.

    1-Remove Developer Assembly and check the magnetic roller if its surface is filled with toner.
    If no,check the blade closed to magnetic roller on the developer assembly.
    Is it to close to magnetic roller?
    If yes,it dont let the toner to fill magnetic roller surface with toner,so you must move the blade 1-2 mm from the magnetic roller and its done.

    2-If you use non-genuine toner,vacuum Developer Assembly and install genuine toner cartidge.

    This is from my experience

    Sounds like the laser to me, check your settings. You can try to adjust laser power to see if it makes a difference. (if it works you still need a laser as it won't last) If you replaced all those units, then it is most likely the laser. I have only seen one developer unit go bad and the machine had 14 million on it.

    I've had some luck changing this setting in service mode. Be warned it will suck more toner but the print shop in my territory loves the solid black they get.

    COPIER->OPTION->BODY->DEV-SLOW. SET TO 1

    Check visually to make sure that blanking lamps are coming on. You should see a red glow next to primary corona, and don't forget to cheat the laser shutter when looking or else it will generate an E110 . The DC controller sends 24v dc to turn on lamps. You should also not read any continuity when ohming lamps at connector. If you do read continuity most likely the short also took out DC controller and you will have to replace them both at the same time.

    Light gray or mirror images , Double repeat of Image, E110-xxxx. Are all symptoms of a laser unit going bad.

    CHECK DRUM SURFACE POTENTIALS
    The measured and target values (VL1M and VL1T) (VDM and VDT) in DPOT, SERVICE MODE>COPIER>DPOT. VL1T should be around 67 / 70. However, if VL1M is 300 or higher, that laser unit is shot. If your authorized canon dealer HYTEC will fix them for free.

    Good fix.
