I just bought used Canon IRC3200. The problem come when I power up the machine, the electric is everywhere at the machine. Please help me to solve this prob.

for your information, I can't touch the machine. if I touch, I'll get electric shock! however, the machine is working well...
Please check earthing (ground)connection...

As has been "hinted" at by zoraldinho ;-) the issue is going to be the electric service, the receptacle, not the copier itself. It does sound as if there is a floating ground, and this should be addressed by a competent electrician before the copier is used any further!
