you quoted this statement above in your first post

is this still happening when you send a Print or do a Glass Copy( paper leaves the tray)
Only pulls from tray when you try to make a glass copy, otherwise it does not pull paper.

I've now also swapped the mcon and dcon with no changes.

    Anyone have any idea?

have you checked your fuser temp in service mode? I'm wondering if the machine is having a difficult time maintaining the proper temperature and therefore the machine pauses before moving the paper to the drum and then to the fuser assembly.

You could have a wiring issue to.

Back to Basics !!!!!!!!!!!! answer these questions ?

    1-No Error codes ?
    2-No Jam codes ?
3-Can u make a test print in service mode ?
4-U can make a copy of the glass - yes or no ?
    5-Can u make a print from the network ?
    6-Can u make a copy using DF - yes or no ?
7-When u keep open the cover and hit print key- does the scanner move to scan the entire document ?

does any paper ever exit the FUSER ???

    try this------------
boot into Download Mode using the 2&8 keys/ & let me know if u get in download mode or if it says -"Cannot Initialize" ?

    U sure it is E031 ????

even though this code points to option counter, it can be caused by a short / check wiring to DC Controller-
& check for your 24v on front door switch
were u working on printer before code ?????

E031----(The option counter has an open circuit.)
When the accessories counter is off, an open circuit is detected in the
    accessory counter
    --

check connector/wiring/ or replace counter or DC PCB could be bad

also check below for broken wires or short to frame
Electromagnetic clutch (CL15) for vertical path drive (harness broken)- Short ???
