We setup our devices with WSD Scan & Print turned off (Enhanced WSD needed by network fax drivers). however, one small city that replace all their devices with Kyocera started having random printers show up and disappear at clients PC. Turns out that even with WSD print off, if you don't turn off Bonjour, the Bonjour printer name will show up with WSD port.
Turned off Bonjour on all devices. problem went away. Very weird.

Actually Windows 10 can and does auto-install WSD enabled printers it detects. There is a safer simpler solution. I don't know if there is a group policy for this, but this is what I disable.
In Settings, go to Network & Internet, find Network and Sharing Center, go to Change advanced sharing settings and uncheck Turn on automatic setup of network connected devices. Alternatively, if you have Network Discovery disabled the same result happens. This applies to all user profiles on the workstation.

It's a protocol so you'll need to disable it from the device as opposed to the computer. The computer is a passive device. The current ADMX templates offer nothing to disable it, though there are registry keys to prevent Windows from replacing a TCP/IP device with a WSD version that can be pushed.
