Shrink to fit vs Shrinking 50%

(Using an adobe format) I have a customer that when he shrinks his 22x34 document by 50% and prints on 11x17 paper it prints just fine. When he checks the "print to fit" box it it shrinks the document even more where it has a 3 or so centimeter blank outer edge. This is important because he wants to shrink other "to scale" documents of different original sizes to 11x17 paper.

Its a software issue not a printer driver or machine fault.

Set up a printer "custom page layout" in the design software.
Eg. Set physical Paper size, borders, margins, tabs, gutter, header, footer etc...

Switch to the "custom page layout" required when printing off each custom job.
