Agree with mincopier, sounds like time to initialize machine. I would also do a "logical" format of the hdd.

Under the initialization tab, there are only 2 options "system error reset" and "data reset", I have tried them both and I still get the waiting ARP message

How do I do a logical format?

Procedure (Logical Format (only when set up with HDD replacement))
1. Call the Service Mode to the screen.
2. Touch these keys in this order: [State Confirmation] -> [Memory / HDD Adj.] -> [HDD Format].
3. Touch [Logical Format].
4. Press the Start key to start the formatting sequence.
5. The sequence will be automatically terminated as it is completed.
6. Turn off the main power switch and turn it on again more than 10 seconds after.
* Formatting the hard disk will erase all data contained in it.

NOTE
• As HDD formatting deletes Movie data, Voice data, OCR dictionary data, PDF/A font, and OCR font, and Unicode font you need
to reinstall these data as necessary after using this function.

If you don't have the firmware DON"T format the harddrive of you will get message to install on screen
