I'm sure that issue is due to a defective black toner cartridge, most probably the waste toner container is full, the drum is worn, the doctor blade is broken...
If it's bought new, just return it to your salesman....
Look what I did:
Found old black toner ( 6000 K ) - it had like 7%, after turning machine on, it did cleaning/calibration, copy was fine...
Then put back ''new'' one that made that dirty copy - turned machine on, it did cleaning/calibration, after that,copy is fine ...
... So I guess it was calibration, because I did cleaning for 30 or more times...

This printer has a waste toner container for each cartridge, located into the cartridges.
I think you must proceed this way:
1. if you are a tech: open every cartridge and wipe out the water box container (only trained personal with adeguate equipement can do this);
1. if you are NOT a tech: change toner cartridges
2. wipe out the ETB with a soft, lint-free dust remover dumped with isoprophylic alcohol.
