So it's not saying "install cartridge" anymore? I take it this was the original problem?

That looks like a laser problem to me. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

The original problem, which was the "install black cartridge" has been resolved. I add a piece of tape between the grounding lever contacts (RC1-4065-000CN and RC1-4066-000CN). Now the high voltage is in contact with the contact on the toner cartridge body. My issue now is PCQ (see image).

This spot where you added the tape... same side as the one where the prints are blacking out?+
Assuming you've changed cartridges...
You shouldn't have to tape anything. I have a feeling if you dug a little further, you'd find a broken plastic piece or something. Seems like I had to replace one of the cartridge guides or something on one of those machines because the cust forgot to pull the seal off a new cartridge, and then forced it into place. I remember that even after ordering the piece, I had some trouble with that part going back together. If you have to tape it, it's wrong.
