Probably cartridge lock/s are broken. Usually it is the right side, but I've seen it be left or even the linking rods/levers (links ETB to the cartridge locks) on either side.
In either case, it is an involved repair if it is the locks (preferably in shop if it is your first time) and you need to replace all 4, even if it is only 1 that is bad. The linking rods/levers can be replaced in field. I would say this is a technician only repair, the left side is intermediate level due to lining up gears on the gear drive and installation of gear drive that is critical. (Observe ESD handling on the boards. Right side has a lot of connectors. Left side requires HVPS removal.)
