These machines are notorious for having Formatter issues and considering what you have already tried I would lean strongly in that direction.
The fusers not rotating by hand is not unusual. Fusers with the sleeves aren't designed to rotate by hand without heat applied. The lubricant gets more fluid when it heats up and turns easily when installed. There is a cam on the side of the fuser that releases pressure on the LPR. If you rotate the cam until pressure is released and you still have trouble turning it, then I would think there is a problem with the fuser. Fusers can cause other errors with this machine, but this problem was happening with the old fuser in, right? In that case, it is unlikely to be the fuser.
Life should NOT be a journey to the grave with the intention of arriving safely in an attractive and well-preserved body, but rather to skid in sideways - Coke in one hand - chocolate in the other - body thoroughly used up, totally worn out and screaming "WOO-HOO, what a ride!".
