Bizhub 654 Can't log into webpage

I have two of these now that I am not able to log into the internal webpage in admin mode. Logging in from the op panel works fine. I talked to Konica and they had me set switch 25 to Hex 0. That resolved the problem able to login to admin via webpage. That is a solution for one of the machines. Other one has papercut on it and switch 25 has to be at Hex 10 for papercut to work. Obviously there is something wrong with both of these machines as the switch shouldn't have to be changed to login to the webpage. Anyone seen this or have a direction to go?

Change the switch, power off, power back on, put switch 25 back to the original value, power cycle again and you should be good to go, Tech support should have told you to go back to the original function version. Emujo
