If you have changed the UFR, and the toner does not stick, I bet the problem is with the screws that adjust the pressure between rollers. Make sure the bushing around the long screw goes in the hole correctly.

I used to be with it, then they changed what it was. Now what I'm with isn't it anymore and what is it seems weird and scary to me. It will happen to You!

    Other possibilities :
    -Generic heat roller,
    -generic toner,
-heat roller bushings (if it has them),
-Humid paper (try copying on the 2nd side of the paper to see if it improves),
-Also make sure the press roller is good and that the bearings are not freezing up grinding away at the press roller shaft causing uneven pressure.

Fixthecopier is right, that could be very likely the cause. Happened to our techs several times.
