I am buying a Konica bizhub c220 from my used copier distributor and the machine has an error, no animation guide data available. I need to get the movie.exe file. I am not a konica dealer. I am a independent service company in NH. Is there any way to get the file if you are not a konica dealer?

If you can't find it the machine will work fine without it.
It will display a message about it, this is all. It depends on the client, some will ignore it, other will believe the machine is broken and you have to fix it...
Download movie.exe file from link above (this .exe file is self extract file), unzip. You get a .tar file.
.tar file save into the root directory of a USB memory device. Connect the USB memory device to the machine USB port (service USB port is under a metal cover after USB ports of device.)
Select the key as follows.(in service mode)
[System 2] → [→] → [Install Data].
Touch [Movie Data]
Touch [Set].
Press the Start key to install the data.
Check result “OK” is displayed and touch [END].

About the only thing I can add to this discussion is the "why?". The HDD was formatted to remove any remnants of the activity log or recent documents. The movie data was just a casualty of the re-formatting. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.
