Question

Is this a Di 650 or a Di 620?

There is a procedure to follow from the manufacturer. It's about 30 pages or so if my memory is correct. Follow that as it usually help. Also, make sure it's been PM'd and is adjusted properly. If all else fails, order a developer unit and a transfer/separation assembly.

Check the charge reconditioning lamp and blank erase lamp. Found a cold solder joint on the main board that turned on and off the charge reconditioning lamp. Too much residual charge on the drum will pull DV.
Look at the drum with the front door open.
Cheat the door and just on warmup you should see red lamps at 10 & 2.
If one is missing, turn it on through 47 mode to make sure it will come on.

If you search this site for DI 650/ 7165 toner spewing you will find a comprehensive fix by a dealer in Wisconsin. If you follow the instructions to a T, it will take care of the problems you are experiencing which has to do with a lack of bias voltage, drum ground resistance, improperly set LD1, LD2, and grid voltage.......... Try it it works!
