    Hi KMBS E here

I would back track the repair put the old hv back into the machine to see of your transfer b is turning correctly or check the wast toner box drive and correct if needed. the transfer B and wast toner are on the same drive system if one fails the other will not work. I would check this first. as for the half yellow page bias voltage could be the problem there and the HV controls that voltage (charging, grid, developing, toner supply, transfer and cleaning.). there is a good chance the new hv is bad if same cq problem after putting old hv back into machine.

The most common cause for a stalling transfer belt, and consequently J31 jams, is the rubber ridge along the edge of the belt can peel off and wrap around one of the idler rollers. It will completely stall the drive motor. As far as I'm concerned, you won't be able to diagnose any further until you get the transfer belt turning again. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.
