Stratos uses mono-component developing, so there is no developer (or it's all developer, depending on how you think of it). U130 fills the developing unit. It takes about 5 minutes based on the piezo sensor, and uses about 1/3 cartridge of toner, so have a spare on-hand if it's low.

If you want to you can dump the toner from the old unit into the new unit, then run U130. It will finish quicker and is less wasteful.

It's not uncommon to get some mottling on a new fill. When the developing unit is full, you can remove it again, and dry-wipe the developing cylinder to smooth out the clumps. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

After 10 years of this model being released, I'm assuming his natural follow-up question will be "thanks but what the hell is mm130 and/or u130?"
