from the looks of it you have not only Yellow spots but also a mottling.
1) top of page... grey/brownish hazing/spotting Is that the paper? or is paper brt white?
2) is the machines feeding LEF (meaning long edge first)?
3) if it is just yellow toner WHY the mixture of colors? that indicates ITB CLN BLADE or 2nd transfer might be dirty or pitted
4) still wanna know: total page counts & counts on parts Drum/Dev/Belt/Fuser/Feeds
5) has any service (other than yours) been done on it?
It looks to me like LEF, and yellow developer overtoning. =^..^=

2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.

Colorpic is showing me dots of C:9 M:0 Y:53 K:8
The majority is yellow ... I wonder if the C & K are the effects of a dirty scanner or poorly calibrated scanner used in scanning the original. The odds of a C dot hitting exactly in the center of a Y dot are astronomical, unless it's happening in the scan.
I think transfer waste would more likely appear in streaks, rather than dots. =^..^=
