Even at +3 density, the copies are still not satisfactory. Tried New Toner -same result.

Is this happening on copies only or also prints?
Firstly make sure Eco Print isn't selected as ON
Print a belt off using U89 to see what the internals are like.
Are you using Genuine toner?
If the internals are faint, check the T.C and Dev unit.

Clean the corona wire and the grid.
This is the most likely scenario with these copiers.
Open the left side door, and there will be a black spongey looking roller in the middle of the part that folds out. If you press it on each end, it should push down and spring back up. Without the springs (can be missing just 1 as well), you won't get proper secondary transfer onto your paper, and thus faint copies/prints. 302GR93281 is the part number

Happens to both copies and prints. Internal prints using U089 equally faint. Changed Charger unit in vain. Transfer roller springs Ok.
How about the OEM toner or toner buildup on the mag roller? The toner cartridge must have the holographic Kyocera sticker on the front.
How about Eco Print? I can be set in both print and copy mode.

Ok, Lieutenant Columbo is on this case now. So you bought the copier used, yes ok. What is the meter read for the machine ?. If it's past due the pm cycle, then you will have to do one. the pm for this machine i belive is 500k, but sometimes drums, devs ect. are replaced individually before the pm cycle sim u000. Then again the pm may be required before the pm cycle.
You can't beat a dead horse to the finish. If the drum is done you cannot bring it back to life. They could have easily switched the drum and dev from another machine and give you old ones. who knows.. you said from day1 right. used car sales and used copier sale they have a few things in common.
Here is a tip, there is something you can do that may improve the print quality providing the high voltage and the boards are ok.
read the user manual, its in there.
I had to edit this post, because of the volume of pages of the manual. so instead it can be done from system menu at the control panel.

I would try replacing the entire transfer roller assembly. If that doesn't fix it. I would replace the entire Developer unit or vacuum out the old toner out of the Developer unit and set up with new OEM toner. If they were using compatible toner the solids are sometimes more gray instead of a crisp black.
