I tried replacing the LVPS, getting same thing. Just turns on and the screen goes to blue and stays that way, any ideas, I'm leaning towards the System PWB, just need 2nd opinion.

On the blue screen, there should be an error code. Could you let us know what that is please?
I can't be positive but I think it was a power supply that I installed for this problem. I guess that leaves the controller. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

See the link below for a description of blue screen and other boot issues. The model is not the same, but should work for your model.
Also read it carefully and do exactly as it says.
