If there are acceptable openings on the outside of that building, I'd suggest using a crane. I used the crane on the back of my M816 for all sorts of stuff back in the day, it's not that hard.

If there is no turning on staircase make a platform to counterfit the staircase and lift it the bugger the good old way by levering it bit by bit (or using jacks) until you reach the top level and then roll it across the platform. It will take forever but can be done.
