These questions must be answered Comrade!!
Your history is a bit off... The Mosin Nagant was the main infantry rifle of the Soviet forces during WW2...A Sniper version was used by Lyudmila Mikhailovna Pavlichenko and she is considered the most "successful" female sniper of all time...AND until Obama imposed import restrictions was cheap, readily available and cheap to shoot.

Close... Scabies mites (similar mosquitoes) can be the carriers of many a chronic disease.
Feed scabies mites on biological contaminates and you have an undetectable ready to release weapon.

It was said that rats carried the first cases of bubonic plague. I believe it was the hidden undetectable scabies
mites living on the rats that were passed from person to person. The bacteria (nephrotoxin?) the mites create under the skin cause
cellulitis and other prolonged renal effects. Nasty, thats why its known as "the seven year itch...."

Honest question, does the environment support that? Some of those things don't do well otherwise.
From a guy that lives where snow and sub freezing temps are expected yearly.

Many rodents, including rats and squirrels can be carriers for bubonic. Fleas are the vectors.

Scabies in domestic pets and farm animals is also called mange but is a different variety than what infests humans as it is unable breed under human skin. See MedMD.

Flea populations out doors are effected by the environment. They don't thrive well in cold temperatures.

Cayenne pepper can be effective if applied properly and watered into the soil.
With all repellents, commercial and homemade, they need to be reapplied at regular intervals, frequently weekly.

I have also heard that a resident large predatory animal such as a cougar is quite effective. Some stores sell repellents made from their urine that can make pest animals think they are entering the territory of one.

Here is a link to a commercial site that also has some a few recommended home remedies.

Indeed, it is a real problem for the modern people to remove the pests or their results of life from the yard or even just home. My neighbour told about her father struggling with the rats without any luck. Only reliable devices like this one will definitely help, as she told me after all.
