That's bottle gasses, probably oxygen. Did you see those bottles dance?! =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

.....its propane, ....and the Russian dumbfuck is just standing there as if filming Bambi in the woods.

Color is not 4 times harder... it's 65,000 times harder. They call it "TECH MODE" for a reason. I have manual's and firmware for ya, course... you are going to have to earn it.
I counted 41 ... I'll bet the cop was surprised to have that last bottle dance right past the hood of his car. =^..^=

The picture is pretty small on my screen, is that a semi or a flatbed straight truck?
I'm guessing semi, and probably a catastrophic air pressure failure to the trailer brakes as hot as the tire fires look. Maybe even magnesium rims on the trailer tires, those were known to incinerate a few semi trailers back in the day.
Still, a remarkable testament to the toughness of the gas bottles, just think of what it would have looked like if the bottles had gone off in unison. That looked like the bottles just got over pressurized due to the heat and blew the valves off one at a time.

Here's another view from the vehicle right behind:
It was a stake-bed truck filled with tanks of gas. This one is labelled: Russian Oxygen Tank Carrier Explosion 7/13/2013.
I've watched a few of these videos. The resulting explosion looks a lot more like Acetylene or Proprane, than Oxygen. When oxygen tanks are exposed to fire the gas burns instantly with more boom, less flame. Have a look at: Welding Explosions in Dallas. This is more like it.
