Have that code in mind...
The development unit don't turn, or It does but very hard.
Check that first, dissamble it and rotate manually.
Compare it with another unit.

Did you use genuine developer?

Did you reassemble the PCDU properly. If the error was immediate upon turning on after changer the developer, you forgot to properly reconnect the harness from the drum unit to the development unit.
