what exactly is this error? Is it the small fuse blown inside the fuser?

The thermistor detects 220°C or more.
 Defective IOB
 Defective IPU
 Defective fusing control system
 Replace the IOB.
 Replace the IPU

Start with looking at thermistor in fuser.

My Multi meter Died so I just replace both thermistors and that fixed it
