Charge rollers are not available like single part, the only way to change them is changing the whole drum unit.
The only thing you can do for the issue is cleaning them.

The newer style rollers clean up well. I simply use a sturdy cleaning cloth and glass cleaner. I've tried other cleaners and I seem to get the best results with good ol' glass cleaner, a la Windex or similar. I've also experimented with the removal of the lubricant bar and have found that removing it after cleaning the charge roller a couple of time also helps. After all, the PCU is nearing end of life anyhow so why not crank it of everything its got?
