During friction toner gets a negative charge, the carrier receives a positive charge. Toner goes on the drum, the positive carrier remains in development unit. Negative bias voltage helps to restore a neutral charge of carrier that he participated in triboelectric charge of toner. If the magnetic roller is covered with film then the carrier is not restored and bad charging toner . Poorly charged toner (not charged) can easily be attracted to negatively charged drum (in areas with no image voltage of the order - 900V)
