MP2500 Fax option

This customer has had this unit for about 3 years and has never had the fax hooked up. The print scan is fine.
I sent out today as they wanted to hook up the fax.
When I press the FAX key, nothing happens, no sound, no screen change. When I look at user tools or SP mode, all the fax options and settings are there.
Next I changed the default function to fax and rebooted. I got a fax screen but nothing else to indicate it was on. No click when I push "on hook dial" no number entry.
I replaced the FCU and MBU assy and got the exact same results. Checked the connection from the board to the controller(?).
I am thinking it must be the controller if thats what it is plugging into.
There is nothing in the MP2500 books about this option.,
Any help?

make sure the battery dip switch on the fax option is on and that it was installed correctly use the manual

Anyway, Chris aside, the jumper is ON, both boards. If it were not or the battery was dead, I think I would get an SC.
