I tried resetting the web counter with 7806-8 with no success. 1903-1 is set to 0

If you have the original service manual, it does not give all the SPs that need to be reset. The latest edition does.

Reset SP7-804-005 then reboot, that is all that is needed

7804-005 Resets the PM counter, count shown with 7803-005
7806-008 Clears the parts counter, web parts count 7806-019
1902-001 shows the % used. If the machine has already locked out, such as do to the belt running completely out or the switch being bad, to where it cannot be used, the last thing to do before cycling power on the machine is to enter 0 in 1902-001, even if it is already 0.

If the machine is showing the web is finished even after those SP modes are done, check the web end sensor flag on the fuser to see if it is set correctly and not broken. Common issue as the flags are made of plastic.
