Silly question - is new PCU detection enabled?
It's 106 miles to Chicago. We've got a full tank of gas, half a pack of cigarettes, it's dark and we're wearing sunglasses.

Might be worth checking SP2-921 is set to default of sensor control mode 1
I thought these PCU's initialiased themselves when the door was closed so no need to do a dev initialisation? Confirmed by the PCU counter resetting itself automatically.
Yeah it absolutely does reset the counter with the install of a new PCU...I did check that.

Seems like you gave a clue in the first post when you said the copies were gritty. That would be dev dumping from the PCU.
If you then put a complete 1027 type pcu in it would have dev in so should copy OK (for a while) but (without checking) would need setup via SP2801 as the 3030 does not take the customer fit unit as default so would not have the PCU detect switch fitted. I would then run 10 WHITE copies and check VSP, VSG and TD, BEFORE fitting the toner!
(I would NEVER use forced toner on a new unit. In fact, you should REMOVE the toner hopper unit until the PCU is setup and the CQ checked to avoid overtoning).
The fact you are seeing no "toner" in the PCU entrance could mean there is no "DEV" in the unit (Supports your "Gritty copy" description). It's possible that in this case the machine may not ask for toner as the TD reading would be close to zero.
Have had an issue with the dev drive shaft in the machine (The lower drive to the back of the PCU), it's sprung against it's bushing to push it against the dev unit and if the bushing is dirty / tight, will give poor bias / toner / dev issues. Remove the PCU and check the drive shaft in the machine springs forward after you push it backwards. If it's sticking you will neeed to strip the back out since lubricating the shaft will only provide a temporary solution.
The Type 1027 is recommended by Ricoh for those who don't want to PM the PCU. The only thing is you have to turn on SP 2804 New PCU Check.
My earlier post of the erase lamps is still viable. Have you checked them, as that is an easy diagnosis and fix if they are out.
